The focus of the Brevard Continuum of Care Coalition (BCoCC) includes increasing services needed in the community, to support the involvement of all agencies in Homeless Management Information Systems (HMIS), and facilitating the increase commitment from area service providers and governments.


The BCoCC takes collective action on matters concerning ordinances and regulations under consideration by local governments. The Lead Agency for the BCoCC is the Brevard County Housing and Human Services Department (HHS). As the Lead Agency, HHS is responsible for facilitating meetings, coordinate consolidated grant applications, develop annual and long range plans with the BCoCC, and assist in streamlining services to assist the homeless and prevent homelessness.


The BCoCC meets on the second Wednesday of each month. Meetings are open to any agency or person interested in the Continuum of Care. Over 160 persons and agencies are notified on a regular basis regarding monthly meeting agendas, and any other information of importance concerning homeless issues.

Membership is open to any person, agency, or faith community who assist the homeless, provide services to prevent homelessness, advocates for those who are homeless, or have an interest in participating the continuum of care.


Every year, the U.S. Department of Housing and Urban Development (HUD), requires continua across the United States to present an annual plan in order to apply for funding. The plan documents the progress of the local continuum as well as outlines courses of action for the following 18 months. As part of Exhibit 1, the Brevard Continuum of Care Coalition develops a Housing Activity Chart which represents the available homeless housing in the emergency, transitional and permanent housing categories.

HUD has developed a Homeless Resources Exchange website. The site is designed for Continuum of Care Coalitions, service providers, and homeless persons seeking assistance. It consolidates all the homeless information previously found at different links.

In order to develop the annual plan, the BCoCC conducts a Point in Time Count on the last Thursday of January of each year. During the count, those who are homeless are surveyed on their status, reasons for being homeless, and the services required to assist them out of homelessness. The information gathered during the survey period forms the basis of the Homeless Population.
