The Brevard County Emergency
Management Office provides effective and orderly governmental control
and coordination of emergency operations in emergencies within the scope
of Florida Statutes; establishes and maintains an emergency management
agency and develops a County emergency management plan and program and
provides emergency management planning for the entire county; coordinates
emergency management activities, services and programs within the county;
serves as liaison to the State Division of Emergency Management and
other local emergency management agencies and organizations; and serves
as the liaison and the coordinator of municipalities requests
for State and Federal assistance during pre and post-disaster operations.

Ron Ricci: Director
Overall responsible for
all programs within the Office of Emergency Management. Programs
include the planning, mitigation, response, and recovery activities
as well as the Brevard County Public Safety Radio System. Additionally
responsible for the development and sustainment of the Comprehensive
Emergency Management Plan and the coordination required to execute
the tenets of the emergency management plans. Plans for consequence
management for all disasters. Responsible for annual budget, Grant Coordinator/Assignment, and purchasing process. Participate on the emergency management
committee for Central Florida Regional Domestic Security Task Force.
Ron Ricci: Senior EM Coordinator

Coordinates all hazard responses
with federal, state and local
officials. Serves as EOC Incident
Commander.
Coordinates development of Comprehensive
Emergency Management Plans and ensures
operational readiness of emergency
management programs. Coordinates
Federal, state, and local training and coordination
of disaster preparedness and response
programs. Provides guidance during
Emergency Operation Emergency Operations Center
activities. Acts as emergency management
liaison and Coordinator with municipalities
and other separate entities within
the county. Coordinates ETeam usage and program within the county. Monitors Statewide Mutual Aid Agreements. Long Term Recovery Coordinator and unmet needs, liaison with FEMA/DEM for recovery information center.
John Scott: Homeland Security Coordinator
Coordinates and develops
with law enforcement, fire, and emergency medical services that support
effective and efficient management of domestic security and ensures
terrorist annex of Comprehensive Emergency Management Plan is current.
Coordinates with all emergency support functions and municipalities
for evacuation and sheltering during major disasters and ensures public
is provided emergency alert and warning information. Conducts and
coordinates vulnerability assessments, risk analysis, and critical
infrastructure protection. Hazardous materials and Sara Title
III program coordinator. Coordinates training and exercises
through the county. Responsible for the State Homeland Security Grant Program (SHSGP) and Planning, Training, and Exercise (PTE) activities. Performs as EOC shift leader during activities. Top
Chris Charles: Operations & Planning Coordinator
Maintains Comprehensive
Emergency Management Plan (CEMP),
Continuity of Operations Plans (COOP),
Emergency Operation Center (EOC) Standard
Operating Procedures (SOP) and operations checklists. System administrator for ETEAM incident management software and call notification
systems (Communicator NXT, Geo-Cast). Interacts with all Emergency Support Functions (ESF) to ensure development of Emergency
Management operations and activity plans. Coordinates ESF
4 (Fire Fighting), ESF 5 (Information and Planning), ESF 9 (Urban Search and
Rescue), ESF 10 (Hazardous Materials),
and ESF 18 (Damage Assessment). Performs as EOC Operations Coordinator/Shift
Leader. Provides coordination of multiple government, municipal, county,
and volunteer agencies. Coordinates countywide Point of Distribution (PODs) program and the Public Safety Fuel program during emergencies. Top
Debbie Coles: Radiological Coordinator
Brevard’s coordinator
for the Florida Radiological Emergency Preparedness (REP) Plan, and liaison
for Brevard’s Occupational Safety Health Program. Maintains REP Grant. Radiological
Planner for Brevard
County. Logistics coordinator for the Emergency Operations
Center. Responsible for EOC and State DOH Bureau of Radiation Control inventory and equipment, the SARA title III Hazmat Grant and coordinating ESF
3 (Public Works), ESF 11 (Food and Water), ESF 12 (Utilities Support) and FL DOT when the EOC is activated.

Lacie M. Davis: Special Needs Registrar
Maintains special needs
registry and coordinates with Health
Department, local transportation agency,
Health and Human Services, hospitals, healthcare
agencies, durable medical equipment
companies, and community agencies to ensure
a quality Special Needs shelters
program. Performs review and evaluation of
emergency management plans of county
Healthcare Facilities. EM Volunteer Coordinator, Mitigation Strategy and Brevard Prepares Coordinator.
Lesley Lewis: County Warning Point Coordinator,
Communications Manager, Brevard County Fire Rescue
Located in the Emergency
Operations Center, provides countywide communications and warning
as the county warning point, Brevard County Fire Rescue Control and
dispatch, radio communications and equipment supervision of all communications
equipment for Brevard County Fire Rescue. Manages BCFR fire and emergency
medical countywide dispatch.
Eric Conklin: Radio Systems Coordinator

ESF 2 Coordinator for EM with Information Systems and Communications. Warning Coordinator, Technician (Rep for Satellite, EAS Radar) Coordinator for low power FM Radio Station, Emergency Alerting Systems (EAS), and provides Radio system training. Develop and update communication plans and annexes. Responsible for 12.50 biannual meetings, user meeting of 800MHz, billing, coordination, and assistance to 800 MHz users. EM Coordinator for Brevard Emergency Amateur Radio Service (BEARS). Performs radio system planning, systems design, and performance verification.

Lisa Morgan: Radio Systems Coordinator

Responsible for inventory of Brevard County
Sheriff's Office radio supply and provides radio
systems training. Monitors radio towers
throughout Brevard County. Develop and
update communication plans and annexes.
Responsible for 12.50 biannual meetings, user
meeting of 800MHz, billing, coordination, and
assistance to 800 MHz users. Primary
coordinating contact for the CSD Radio Network
server including User database activities and
specialized reports. Monitors and performs all
data entries for the Brevard FCC Rebanding
Project. On call Duty Officer for Radio Systems.

Provides support for Director
and staff on all current projects. Responsible for official
administrative correspondence, mail, and records. Coordinates
and monitors all EOC visitor access, activity, meeting schedules,
special events and public presentations.
